Russia and Vietnam signed an agreement to cooperate in the construction of Vietnam's first nuclear power plant.
On the 23rd, the Russian government website announced that Russia and Vietnam had signed a government-to-government agreement on cooperation to build Vietnam's first nuclear power plant on the same day. Russian Prime Minister Mikhail Mishustin and visiting Vietnamese Prime Minister Pham Minh Chinh attended the signing ceremony in Moscow. According to the Russian State Atomic Energy Corporation, the project under the agreement plans to build two VVER-1200 type nuclear units with a total installed capacity of 2400 megawatts at Vietnam's Ninh Thuan 1 Nuclear Power Plant. Mishustin stated that the construction of the nuclear power plant will provide a strong impetus for the development of cooperation in related fields between the two countries. Originally planned, the Ninh Thuan nuclear power project included two nuclear power plants to be built in cooperation with the Russian State Atomic Energy Corporation and the Japan International Atomic Energy Development Company. However, Vietnam decided to suspend the nuclear power plant project in 2016. During Mishustin's visit to Vietnam in 2025, the two countries signed a memorandum of understanding on cooperation in nuclear energy development. The Russian side intends to provide nuclear products to Vietnam to assist in restarting the nuclear power plant project.
