Implementation of the "Regulations on Promoting and Standardizing the Cross-border Flow of Data" celebrates its second anniversary, with data outbound security management reaching a new level.
On March 22, 2024, the Cyberspace Administration of China issued the "Regulations on Promoting and Regulating Cross-border Data Flow", further clarifying the implementation and connection of the existing data export security assessment, personal information export standard contracts, personal information export certification, and other data export systems. It relaxed the conditions for cross-border data flow, narrowed the scope of data export security assessment, facilitated cross-border data flow, reduced compliance costs for enterprises, fully unleashed the value of data elements, expanded high-level opening to the outside world, and provided strong support for the high-quality development of the digital economy while ensuring data security and protecting personal information rights. Over the past two years of implementation of the Regulations, the Cyberspace Administration of China, together with local and relevant departments, has thoroughly implemented the decisions of the Party Central Committee and the State Council, improved the data export security management system, and promoted the data export security management work to a new level.
