National Intellectual Property Administration: Strictly crack down on illegal and improper acts, focus on rectifying irregular practices in the industry.
At a press conference held by the State Council Information Office today, the State Intellectual Property Office introduced that since November 2025, in collaboration with the Ministry of Public Security and the State Administration for Market Regulation, a special rectification action has been further carried out in the agent industry, severely cracking down on illegal and irregular agent behavior, and focusing on regulating non-standard practices, achieving positive results. It has taken a heavy-handed approach to cracking down on 7 types of illegal and irregular behaviors such as forging patent applicants and renting out qualifications, and has issued more than 170 various penalties in cooperation with local authorities, including suspending operations and revoking licenses for 61 patent and trademark agencies and 22 patent agents. Strictly regulate the approval and filing management of patent and trademark agencies, guard against evasion of supervision through tactics such as "changing identities" and "shell borrowing". Organize over 50,000 patent and trademark agencies in the industry to conduct comprehensive self-inspection and rectification, focusing on investigating and rectifying prominent violations such as patent agents "hanging certificates" and providing unauthorized institutions and individuals with patent "representation", resulting in the clearance of 187 patent agencies, 1279 branch offices, and over 6000 practicing patent agents.
