On March 19th, Xin Guobin, member of the Party Group of the Ministry of Industry and Information Technology and Vice Minister, presided over a symposium on the operation of the industrial economy in the first quarter and the formulation of the "Fourteenth Five-Year Plan" in Qingdao, Shandong Province. The meeting emphasized the importance of promoting stable growth of the industrial economy, focusing on key industries and regions, aligning supply and demand, implementing policies to promote domestic demand such as "double reduction" and "two new" industries, creating new demand through high-quality supply, and further promoting internal circulation. It also emphasized diversifying exports to stabilize industrial exports. The meeting called for accelerating the improvement of industrial scientific and technological innovation capabilities, strengthening scenario-driven innovation, promoting the promotion and application of new products, and developing emerging pillar industries such as integrated circuits, aerospace, biomedicine, and low-altitude economy, as well as cultivating future industries such as quantum technology, embodied intelligence, brain-machine interfaces, and 6G. The meeting also called for continuous efforts to rectify "involution-style" competition, encouraging enterprises to invest more resources in research and development, innovation, and quality improvement, as well as strengthening monitoring and early warning of key product production capacity. It emphasized the need to complete the series of plans for the "Fourteenth Five-Year Plan" in the field of industry and information technology with high quality, strengthen the connection between central and provincial planning, streamline and optimize cross-repetition and inefficient planning tasks, and ensure that the planning can be implemented effectively. The meeting also emphasized the need to conduct in-depth research on major issues related to advancing new industrialization, strengthen economic risk assessment and policy reserve, adhere to the bottom line of safe development, and promote qualitative and effective improvement and reasonable growth in the economy.
