Clear deposit limits, guaranteed refunds: Six departments in Beijing jointly issue new regulations on elderly care.
The Beijing Municipal Civil Affairs Bureau and five other departments recently jointly issued the "Beijing Municipal Regulations on the Management of Prepaid Fees for Elderly Care Institutions," focusing on three types of prepaid fees including elderly care service fees, deposits, and membership fees. The regulations specify the maximum fee limits, fund management, refund guarantees, etc., effectively safeguarding the property security of the elderly. It is understood that prepaid fees for elderly care institutions include elderly care service fees, deposits, and membership fees. Elderly care service fees refer to bed fees, service fees, meal fees, and other charges collected by elderly care institutions from service recipients or their representatives. According to the regulations, the prepaid elderly care service fees collected by elderly care institutions should clearly specify the price, basis, standard, and services included in the related fees. Elderly care service fees are generally collected on a monthly basis, and the maximum prepayment of elderly care service fees by elderly care institutions should not exceed 3 months. Regarding deposits, the regulations specify that the amount of deposits collected by elderly care institutions should not exceed four times the standard monthly elderly care service fee.
