The State Administration for Market Regulation deploys key legislative tasks for the year 2026.

In order to implement the spirit of the 20th National Congress of the Communist Party of China and the various plenary sessions of the 20th Central Committee, deepen the construction of the rule of law in market supervision, and improve the basic market supervision system, the State Administration for Market Regulation recently deployed key legislative tasks for 2026. In terms of improving market operation rules, maintaining a good market order, the State Administration for Market Regulation will promote the revision of the Pricing Law, the Anti-Pyramid Sales Regulations, the revision of the management measures for the list of serious illegal and dishonest behavior in market supervision, the implementation measures of fair competition review regulations, the implementation measures of administrative penalty discretion in market supervision and management, and the interim measures for the review and management of advertisements of drugs, medical devices, health foods, and special medical-use formula foods. In terms of refining the rules for regulating online transactions and strengthening platform responsibilities, regulations will be formulated for the implementation of food safety responsibilities for online food sales operators and online catering service operators. In terms of improving the quality governance system and strengthening the construction of quality infrastructure, regulations will be revised for the management of mandatory product certification agencies and laboratories, the supervision and management of inspection and testing organizations, and the management of commodity barcodes. In terms of strictly guarding the safety bottom line in key areas and building a solid defense line for the "Three Products and One Special" (food, drugs, medical devices, and special equipment), the State Administration for Market Regulation will promote the revision of the Food Safety Law, the Management Regulations for Medical Devices, the Regulations for the Management of Radioactive Drugs, the revision of the Regulations for Food Recall Management, the Regulations for Food Safety Sampling Inspection Management, the Regulations for Food Safety Sampling Inspection Verification and Disposal Management, and the Regulations for the Supervision and Management of Special Equipment Inspection and Testing. The State Administration for Market Regulation will focus on serving the overall stability of economic and social development, continuously promote scientific, democratic, and lawful legislation, continuously enhance the systematic, comprehensive, coordinated, and timely nature of the market supervision legal system, and provide solid legal guarantees for the high-quality development of the market supervision cause through high-quality legislation.
