Received bribes of more than 46.19 million yuan, Huang Jianzhong, former deputy director of the Pu Dong New Area in Shanghai, was sentenced to 13 years in the first instance.

On March 18, the Shanghai First Intermediate People's Court publicly sentenced the defendant Huang Jianzhong for bribery in the first instance. Huang Jianzhong was sentenced to thirteen years in prison and fined four million yuan for the crime of bribery. The proceeds of the bribery and its benefits were confiscated and turned over to the national treasury. After trial and investigation, it was found that from 2000 to 2024, the defendant Huang Jianzhong used his positions as the Deputy Secretary of the Party Committee, Town Mayor, and Party Secretary of Gaodong Town in Pudong New Area, as well as a member of the Party Working Committee in the Waigaoqiao Functional Area of Pudong New Area, and a Deputy Inspector of Pudong New Area, to provide assistance and seek benefits for relevant units and individuals in contracting projects, developing real estate projects, etc. He illegally accepted a total of more than 46.19 million yuan in cash and assets, of which 5 million yuan has not been obtained. The Shanghai First Intermediate People's Court believes that Huang Jianzhong, as a state functionary, abused his power to seek benefits for others or used his position to seek improper benefits through the actions of other state functionaries, illegally accepting assets from others. His behavior constitutes the crime of bribery and the amount involved is particularly large. Given that part of Huang Jianzhong's bribery crimes were unsuccessful, he truthfully confessed his crimes after being arrested, voluntarily disclosed the majority of the bribery facts that the investigating authorities had not yet discovered, actively returned the bribe money, and voluntarily pleaded guilty. Therefore, he was given a lighter punishment according to the law. The court made the above judgment accordingly.
