Opinions on the extension of the second round of land contracting for 30 years after expiration issued by the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council point out that the management of mobile and newly added cultivated land should be strictly controlled. The area of mobile land shall not exceed 5% of the total area of cultivated land of the collective economic organization and shall not be increased. Newly added cultivated land through law-based reclamation, restoration, and land consolidation must be strictly managed, and the government at the county level and above must legally clarify land ownership. Cultivated land determined to be owned by rural collectives shall be included in rural collective property management. With the premise of respecting the will of farmers, contracting can be done to households through methods such as land and stock rights certification, allowing various ways to develop production and operation, with the majority of income from collective operation used for dividends to ensure that members of the collective economic organization benefit.
