According to the Shaanxi Provincial Government, on March 17, the Provincial Party Committee's Comprehensive Deepening Reform Committee held a meeting. Zhao Yide, the Secretary of the Provincial Party Committee and the Director of the Committee, emphasized the need to vigorously promote the "three reforms" to expand the scope, improve quality, and increase efficiency. This includes promoting the transformation and upgrading of universities and colleges, empowering and transforming state-owned enterprises, and extending the transformation of medical and health institutions, in order to turn scientific research creativity into tangible productivity. The meeting also discussed the implementation of the "Four Projects" for the development of technology-based enterprises, the establishment of a key enterprise cultivation pool, the improvement of the "one-on-one" service mechanism for enterprise listings, and the support for potential startups to grow into local leading enterprises. Furthermore, the meeting discussed the deepening of reforms in the "Five Mechanisms" of science and technology financial services, supporting financial institutions in launching groundbreaking "first transactions" and service pilots, and coordinating various financial elements to cover the entire innovation cycle with a "funding relay". The meeting also emphasized the acceleration of scenario cultivation and large-scale application, the construction of major comprehensive scenarios, integrated scenarios in various industries, and high-value niche scenarios to promote fair and efficient allocation of scenario resources. Additionally, the meeting discussed deepening the comprehensive reform of "heroes per mu", expanding the range of comprehensive evaluation of per mu benefits, refining the evaluation index system, and improving resource allocation mechanisms based on evaluation results. Finally, the meeting emphasized the need to enhance the level of government informatization, establish and improve the mechanism for sharing government data, optimize platforms such as "Qinwuyuan", and better achieve "efficient completion of tasks."
