Beijing: Further improve the implementation mechanism of the catalogue of prohibited and restricted industries in Beijing's new industries.

The General Office of the People's Government of Beijing Municipality has issued the "Working Points for Comprehensive Optimization of Business Environment in Beijing in 2026". It proposes to create a friendly ecosystem for industrial development. In combination with the new demands brought by the landing of new technologies and products, further improve the implementation mechanism of the catalogue of new industries prohibited and restricted in Beijing, and rely on the "Beijing Channel" to build a market access consultation and feedback channel for difficult problems. Focus on key areas such as robotics, synthetic biology, brain-machine interface, smart terminals, and green energy, and improve administrative licensing, qualification, inspection and testing management systems and rules. Encourage all districts to carry out the "full chain empowerment" action for industrial development, create demonstration benchmarks for the business environment of "one district, one industry". Promote further opening of resources and application scenarios by central state-owned enterprises and leading enterprises in Beijing, and promote integrated development of large, medium, and small enterprises.
