General Administration of Customs is leading the deployment of the special action for facilitating cross-border trade in 2026.
The General Administration of Customs, together with the Cyberspace Administration of China, the Ministry of Foreign Affairs, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of Finance, the Ministry of Transport, the Ministry of Commerce, the State Administration for Market Regulation, and 24 other departments, jointly deployed a special action for cross-border trade facilitation in 2026 in 45 cities. The action focuses on optimizing and upgrading goods trade, vigorously developing service trade, innovating and developing digital trade, green trade, and other key tasks. Research will be conducted to propose a new round of facilitation policies and measures to help improve the quality and efficiency of foreign trade, including deepening innovation in import and export customs clearance supervision models, optimizing regulatory services for new foreign trade formats, improving cross-border logistics efficiency, enhancing digital port construction, promoting standards and rules interoperability, and strengthening comprehensive services for enterprises, including 29 measures.
It is understood that in 2025, the special action involved 25 cities including Beijing, Tianjin, Shanghai, Chongqing, Dalian, Ningbo, Xiamen, Qingdao, Shenzhen. Building on last year's foundation, the number of cities participating in the special action has further expanded this year, with an additional 20 cities including Hohhot, Changchun, Suzhou, Jinhua, Quanzhou, Nanchang, Yantai, Wuhan, Changsha, Zhuhai, Nanning, Kunming, Xi'an, Lanzhou, Yinchuan, totaling 45 cities participating in the initiative. An official from the National Port Management Office of the General Administration of Customs stated that promoting cross-border trade facilitation is a necessary requirement to expand openness and enhance cooperation, to facilitate the smooth operation of the domestic and international dual circulation, actively respond to changes in the international situation, help companies stabilize orders, expand markets, and increase efficiency, and also uphold the World Trade Organization's Trade Facilitation Agreement and support the multilateral trading system. The government's work report for this year has set out key tasks such as increasing the level of cross-border trade facilitation.
