Lee Ka-chiu: Speedily formulating the first "Hong Kong Five-Year Plan"

Hong Kong Chief Executive, Carrie Lam, stated in her speech at the "Hong Kong Economic Summit 2026" on the 16th that the first "Hong Kong Five-Year Plan" is being formulated at full speed to actively align with the national "14th Five-Year Plan". Lam mentioned that under the principle of "one country, two systems", Hong Kong has the advantage of internal and external connectivity, with strong support from national development providing huge market potential and development opportunities. The year 2026 marks the start of the national "14th Five-Year Plan" and is a crucial year for Hong Kong to plan for the next five years of development towards prosperity. The country is leading globally in fields such as innovation technology, artificial intelligence, big data, and infrastructure. Hong Kong can leverage the opportunities in the national industrial ecology and development to achieve rapid growth in its emerging industries. Lam emphasized the importance of Hong Kong's unique role as a "super-connector" in the domestic and international circulation pattern, deepening cooperation within the Guangdong-Hong Kong-Macao Greater Bay Area and expanding global economic and trade networks. The Hong Kong government has established a task force to facilitate mainland enterprises going global by connecting with their innovation strength, Hong Kong's international professional services, and the purchasing power of global investors seeking secure investment opportunities. Lam pledged that Hong Kong will seize opportunities to drive high-quality economic development and improve people's livelihoods by continually enhancing its financial, shipping, aviation industries, attracting more leading companies, and creating more high value-added investment and employment opportunities. The Northern Metropolis accounts for one third of Hong Kong's area and future population, serving as the new engine for economic development. The government is implementing innovative cooperation models such as district development and incentive policies to provide new land for innovative technology development, injecting momentum into the promotion of new productive forces.
