Recently, the General Office of the Ministry of Natural Resources issued a "Notice on Ensuring the Safety Production in the Geological Exploration and Surveying Industry in 2026", deploying tasks for this year's safety production in the geological exploration and surveying industry. The Notice emphasizes that natural resources authorities at all levels should adhere to the development ideology centered on the people, further strengthen the safety production responsibility of geological exploration and surveying industry units, prevent and mitigate safety production risks, and continuously ensure the stable safety situation in the industry to facilitate a good start for the "15th Five-Year Plan". The Notice requires that all parties fulfill their safety production responsibilities and ensure the implementation of safety measures. The main person in charge of geological exploration and surveying industry units is the primary person responsible for safety production in the unit, with full responsibility for safety production work within the unit. Industry units should establish a sound system of full staff safety production responsibility, ensuring that responsibility measures are implemented at all levels, specific positions, and specific personnel; implement a dual prevention mechanism for safety risk grading control and hidden danger investigation and governance, promptly eliminate production safety accident risks, and ensure safety production. Provincial natural resources authorities must conscientiously implement the "three supervision and three must" requirements, strengthen organizational leadership, improve mechanisms, clarify responsibilities, focus on the "key few" leaders in industry units, strengthen guidance and supervision on safety production in industry units, enhance education and training, improve safety production skills, enhance accident prevention, and emergency response capabilities. The Notice stresses the need to conduct in-depth investigation and rectification of risks and hidden dangers, actively promoting the completion of the three-year action plan for addressing the root causes of safety production. Provincial natural resources authorities, based on strengthening the main responsibility of industry units, should guide the work of investigating and rectifying safety risks and hidden dangers in the geological exploration and surveying industry; organize experts to guide industry units in investigating key areas of safety risks such as safety in field projects, field operations, transportation safety, indoor safety, etc., strengthen safety precautions in remote and hazardous areas, communication and positioning equipment deployment, drilling and trenching operations, underground pipeline measurements, etc., enhance safety management of old equipment, dangerous chemicals, radioactive sources, drones, etc., improve safety awareness of employees, thoroughly investigate potential risks, and promote the establishment of a sound internal reporting and reward mechanism for accident risks. Industry units should establish "two lists" for identified risks and hidden dangers, and corrective measures, clearly assigning responsibilities, work measures, and deadlines, promoting the simultaneous advancement of safety production and business operations, merging them together.
