The Ministry of Industry and Information Technology, the Ministry of Finance, and the National Development and Reform Commission issued a notice on carrying out pilot projects for comprehensive hydrogen energy applications. Central finances will provide reward funds to support urban clusters through a "reward instead of subsidy" approach. The reward standards will be set according to the application of terminal products in various scenarios or the scale of hydrogen use. The pilot period for each urban cluster will be 4 years, with a maximum reward limit of 1.6 billion yuan. The reward funds will be used by local governments to support comprehensive hydrogen energy applications, and cannot be used for budget balancing, repayment of government debts, or clearing overdue enterprise accounts, etc. Each urban cluster should fully utilize the benefits of the reward funds, effectively reduce the cost of using hydrogen, and transmit the benefits to the consumption stage of terminal products.
