The State Administration of Market Regulation issues new regulations to strengthen the last line of defense for the safe operation of special equipment.
Today, reporters learned that the State Administration for Market Regulation has revised and issued the "Safety Technical Regulations for Pressure-bearing Special Equipment Safety Attachments", which will be implemented starting from July 1. Pressure-bearing special equipment includes boilers, pressure vessels, gas cylinders, and pressure pipelines, which are widely used in various aspects of social production and people's lives, affecting both national economic security and public safety. Currently, the total number of special equipment in China has reached 24.4169 million units, including 293,300 boilers and 6.0741 million pressure vessels; there are also 315 million gas cylinders and 1.2946 million kilometers of pressure pipelines. There are a large number of safety attachments for pressure-bearing special equipment in use nationwide. As important protective devices to prevent problems such as overpressure, over temperature, and overload in pressure-bearing special equipment, they are the final line of defense to ensure the safe operation of special equipment. The new regulations will include emergency shut-off valves in the supervision of safety attachments, serving as the "fuse" for equipment. For the first time, the regulations will include emergency shut-off valves in the management scope, filling a regulatory gap; in addition, with the rapid development of the hydrogen energy industry, new requirements for performance indicators of pressure-bearing special equipment are proposed, and the regulations add relevant provisions for safety attachments used for hydrogen, further enhancing product safety performance. The new regulations also optimize and improve the supervision measures for the design, manufacturing, selection, installation, and use management of safety attachments, promoting high-quality and safe development in industries such as electricity, petroleum, chemicals, energy, and metallurgy. The implementation of the new regulations will improve the safety performance of pressure-bearing special equipment safety attachment products, regulate the behavior of production units, user units, and inspection units, and strengthen the defense line for the safe operation of special equipment.
