National Committee members, Chairman of Shanghai Junyao Co., Ltd. Wang Junjin, representing the All-China Federation of Industry and Commerce, made a speech entitled "Inspiring the vitality of private investment and increasing the proportion of private investment." Wang Junjin stated that in order to further stimulate the driving force and vitality of private investment, the key issues of "daring to invest," "where to invest," and "where the money comes from" must be solved. Therefore, he suggested: first, eliminating the worries of private investment by optimizing the legal environment. Second, expanding the vast space for private investment through a broader range of equal access measures. Staunchly implement the market access negative list system, strictly implement the principle of "either not prohibited or allowed", continually eliminate various hidden barriers outside the negative list. Research and formulate detailed rules for private capital participation in the "Two Builds" initiative, clarify the requirements for the equity ratio of private capital participation in major projects, and ensure that private enterprises have sufficient participation space. Third, create a strong engine for private investment through more precise financial empowerment.
