National Development and Reform Commission's Yuan Da: "During the 14th Five-Year Plan period, China will establish approximately 100 national-level zero-carbon parks".
Yuan Da, Secretary-General of the National Development and Reform Commission, stated at a press conference that the draft outline of the "15th Five-Year Plan" focuses on accelerating the comprehensive green transformation of economic and social development, emphasizing the need to establish "one mechanism" and implement "three tasks".
"One mechanism" refers to incentive and restraint mechanisms covering various subjects. It includes promoting the issuance of the "Carbon Peak and Carbon Neutrality Comprehensive Evaluation and Assessment Measures", scientifically and reasonably decomposing the dual control targets for carbon emissions, ensuring the implementation of carbon emission targets, and conducting local carbon assessments in an orderly manner.
At the same time, it is necessary to adhere to a combination of policy guidance and market incentives, establish and improve the policy and regulatory system, steadily implement industry carbon control, corporate carbon management, project carbon assessment, and product carbon footprint. The "three tasks" will focus on accelerating energy transformation towards new and green directions, promoting "carbon reduction and green growth" in industries, and achieving "efficiency and effectiveness" in production and life.
Among these tasks, the acceleration of "carbon reduction and green growth" in industries will be a priority. This includes both adding green technologies and industries and subtracting inefficient and outdated capacities, as well as controlling high-emission projects effectively. Additionally, efforts will be made to promote low-carbon alternatives in transportation, improve energy efficiency in emerging areas such as computing facilities and 5G base stations.
