Yuan Da, Secretary-General of the National Development and Reform Commission, said at a press conference that the key focus is to further improve the quality and level of the supply system around areas that are lacking, weak, traditional, and emerging. For areas that are currently lacking, efforts should be made to accelerate breakthroughs. Key core technologies in areas such as integrated circuits, industrial mother machines, high-end instruments, basic software, advanced materials, and biomanufacturing should be tackled decisively to enhance the level of self-control in the industrial chain. For areas that are currently weak, efforts should be made to fill the gaps. Actions should be taken to improve and expand the quality of services, deepen reforms and opening up in the service sector, improve the policy support system, strengthen weak links in the productive service industry, and cultivate "Chinese service" brands. For traditional areas, efforts should be made to optimize and enhance them. Specific measures should be taken to strengthen high-quality steel bases, top petrochemical bases, high-end shipbuilding and marine engineering equipment bases, promote innovation across the entire industry chain in machinery and equipment, and expand the supply of high-quality products in light industry, textiles, and other sectors. For emerging areas, efforts should be made to cultivate and strengthen them. This includes adapting and developing strategic emerging industries such as new-generation information technology, new energy, robotics, and aerospace, and accelerating the development of future industries such as quantum technology, brain-machine interfaces, embodied intelligence, and 6G.
