Liu Dechun, director of the Social Development Department of the National Development and Reform Commission, stated at a press conference at the State Council Information Office that the draft outline of the "15th Five-Year Plan" proposes to improve childcare services, support the development of kindergartens to provide integrated childcare services, strengthen the supply of public childcare places, support social forces to provide diversified and inclusive childcare services, achieve full coverage of municipal childcare comprehensive service centers, and increase the enrollment rate of infants and young children under 3 years old by 6 percentage points.
