Chen Lei, Director of the Development Strategy and Planning Department of the National Development and Reform Commission, stated at a press conference that in recent years, China's level of opening up to the outside world has continued to increase. The negative list for foreign investment access has been reduced to 29 items, and restrictions on foreign investment access in the manufacturing sector have been completely eliminated. In the next step, the focus will be on expanding market access and opening up in the service industry. This will include promoting orderly expansion of openness in sectors such as telecommunications, internet, education, culture, and healthcare. Comprehensive pilot demonstrations will be carried out to expand openness in the service industry, reduce the negative list for foreign investment access, and create a broader investment space for foreign companies in China. At the same time, various types of open highlands will be created. At the end of last year, the Hainan Free Trade Port officially began island-wide closed-loop operations, and during the "15th Five-Year Plan" period, the level of openness in key areas such as trade and investment and the flow of factors will continue to be increased. The strategic upgrade of free trade pilot zones will be implemented to promote more pioneering initiatives in areas such as digital economy, technological innovation, and offshore trade within the designated free trade zones.
