Zheng Bei, deputy director of the National Development and Reform Commission, stated at a press conference that the draft outline of the "14th Five-Year Plan" consists of 18 articles, 62 chapters, and 171 sections, divided into three main parts. The first part is the general outline, corresponding to the first article, which includes the development environment, guiding principles, and major objectives. The main purpose is to implement the guiding ideology, principles, and targets specified in the Party Central Committee's "Suggestions", and proposes 20 main indicators for economic and social development during the "14th Five-Year Plan" period. The second part is the major strategic tasks, corresponding to the second to seventeenth articles, elaborating on the main tasks and major measures in sixteen areas including industrial development, technological innovation, digital development, domestic market, deepening reform, opening up, rural revitalization, urban-rural regional development, cultural construction, population development, livelihood security, green development, safety development, national defense construction, democratic rule of law, and "one country, two systems" etc. In addition, a separate section will be established to enhance the level of digital development in response to the trend of digital technology and artificial intelligence, and a separate section will be dedicated to high-quality population development based on the phased characteristics of population development. The third part is the guarantee for planning implementation, corresponding to the eighteenth article, elaborating on the need to adhere to and strengthen the centralized and unified leadership of the Party Central Committee, improve the implementation mechanism of the plan, fully mobilize the enthusiasm and creativity of the whole society, and ensure the implementation of the Party Central Committee's decisions and arrangements.
