At today's State Council press conference, Shen Danyang, head of the drafting team of the Government Work Report and director of the State Council Research Office, described this year's GDP growth target as "jumping up and reaching high, while maintaining a steady pace and actively striving for practical goals". Shen Danyang said that this year's economic growth target is actually two parts: economic growth of 4.5%-5%, and striving for better results in practical work. Shen Danyang further explained that this target fully considers the need to leave room for adjusting structure, preventing risks, and promoting reforms this year, in order to align with the overall goals for 2035 and reflects the requirement to consolidate the foundation and make comprehensive efforts during the "Thirteenth Five-Year Plan" period. An average annual growth of over 4.17% will achieve this target. At the same time, it matches China's growth potential and is among the highest growth rates among major world economies. Shen Danyang also emphasized that setting a range target allows room for various uncertainties and is conducive to local governments setting growth targets according to local conditions, guiding all parties to focus on high-quality development. The external environment for China's economic development this year is becoming more complicated and volatile, with uncertainties and unpredictable factors in economic operations likely to be greater than expected. Setting a range target is also to cope with these uncertainties.
