With carbon peaking and carbon neutrality as the traction, we will promote the reduction of carbon emissions, pollution control, afforestation, and growth in a coordinated manner to enhance the momentum of green development. We will strengthen the comprehensive governance of the ecological environment. We will intensify efforts to fight for blue skies, clean waters, and clear land, formulate and implement action plans for continuous improvement of air quality, promote the treatment of black and odorous water bodies in county towns and rural areas, and strengthen the risk control of pollution sites in key industries. We will strengthen the governance of new pollutants and implement actions for the comprehensive treatment of solid waste. We will improve diverse ecological compensation mechanisms and expand channels for realizing the value of ecological products. We will strengthen the protection of biodiversity, and implement a ten-year fishing ban in the Yangtze River. We will adhere to the integrated protection and systematic management of mountains, rivers, forests, fields, lakes, grasslands, sands, and implement the integration and optimization of nature reserves, promote the construction of national parks, and solidly promote the "Three-North" project to make the mountains greener and water clearer for the people. We will vigorously develop a green and low-carbon economy. We will improve policies to promote green and low-carbon development, implement actions to improve quality, reduce costs, and cut carbon emissions in key industries, and promote the construction of zero-carbon parks and factories. We will establish a national low-carbon transformation fund, cultivate new growth points such as hydrogen energy and green fuels, effectively control high-energy-consuming and high-emission projects, accelerate the elimination of backward production capacity, and support the innovative application of green and low-carbon technologies and equipment. We will improve the system of total resource management and comprehensive conservation, strengthen the recycling of renewable resources, actively and steadily promote carbon peaking and carbon neutrality. We will implement a dual-control system for total carbon emissions and intensity, improve carbon emissions statistics and accounting, carbon footprint management systems, and further expand the coverage of carbon emission trading markets. We will formulate a plan for building a strong country in energy. We will focus on building a new type of power system, accelerate the construction of smart grids, develop new energy storage, and expand the application of green electricity. We will strengthen the clean and efficient utilization of fossil energy.
