State Administration of Taxation: After the implementation of the new regulations, disorderly competition such as "brushing orders" to inflate performance will be effectively reduced.
The latest data released by the State Administration of Taxation shows that since the implementation of the "Regulations on Tax-related Information Reporting for Internet Platform Enterprises" in June 2025, market order has been significantly standardized. Up to now, more than 8,000 domestic and foreign platforms have submitted tax-related information. The chaotic competition within the platforms has been effectively reduced, and problems such as fake orders and inflated performance have decreased. It has also made tax management for businesses more convenient and efficient.
The data shows that after the implementation of the "Regulations on Tax-related Information Reporting for Internet Platform Enterprises", the number of tax-paying merchants within the platforms has increased by 32% compared to before the implementation. The awareness of merchants actively requesting invoices from upstream suppliers has significantly increased. The amount of invoices obtained by small-scale taxpayers within the platforms from suppliers has increased by 25% year-on-year. The chaotic competition caused by fake orders to inflate performance and traffic has been effectively reduced.
Furthermore, the implementation of the regulations has effectively broken down the information barriers caused by the separation of "registration location and operating location" in platform economy. It promotes fair competition and makes it difficult for some platform companies that do not conduct substantial business operations to inflate their revenue at the registration location by helping other entities obtain invoices in order to deceive local subsidies. This has effectively reduced the space for "shell platforms" to foster the "invoice economy."
