Multiple Departments: Standardize the issuance and use of electronic certificates of "Resident Death Certificate"
The National Health Commission, in conjunction with the Ministry of Public Security, the Ministry of Civil Affairs, the State Administration of Traditional Chinese Medicine, and the National Health Commission, issued a notice today on strengthening the registration and management of medical certificates for resident deaths and electronic certificates.
The notice specifies: first, in terms of policy measures, it promotes the implementation of the "one last thing" and the special action to rectify corruption and chaos in the funeral and burial fields, standardizes the issuance and application of electronic certificates for "Resident Death Medical Certificates", strengthens the coordination of work processes, establishes a more effective cross-departmental cooperation mechanism, and adapts to the requirements of population management in the new era. Second, in terms of service methods, it standardizes the coding rules and styles of medical certificates for resident deaths nationwide, clarifies that the paper version and electronic certificate of the resident death medical certificate have the same legal effect, gradually achieves simultaneous issuance and convenient use of the paper version and electronic certificate, and enhances public service efficiency and human care. Third, in terms of issuance process, it optimizes the issuance and reissuance rules and processes of medical certificates for resident deaths in various situations, establishes a nationally standardized electronic certificate information system for medical certificates for resident deaths, and standardizes the issuance time and electronic signature to improve the efficiency of issuing medical certificates for resident deaths. Fourth, in terms of management mechanism, it standardizes the collection of data on medical certificates for resident deaths, improves the management requirements and guarantee mechanisms for death information management, information verification, statistical analysis, and departmental information sharing, forms an authoritative database of deceased population information, and provides strong support for the accurate analysis of national population health data and the calculation of average life expectancy.
