State Council Work Safety Commission: Organize the quarterly central safety production inspection and spot check for 2026 in a timely manner.
At today's press conference of the Ministry of Emergency Management, relevant officials introduced that the State Council's Work Safety Committee and the Ministry of Emergency Management will take a series of targeted security measures. First, they will urge companies to resume work and production in an orderly manner. Before the Spring Festival, the State Council's Work Safety Committee issued a notice specifically deploying safety measures for resuming work and production, especially in high-risk areas such as construction, mining, hazardous chemicals, and industrial and trade enterprises. They will strengthen risk assessment and warning alerts with relevant departments, release accident case examples and safety tips through multiple channels, urge all regions to prevent the "sprint at the start" mentality, strictly implement work plans for resuming work and production, conduct comprehensive risk identification before operations, carefully inspect and maintain various facilities and equipment before starting work, arrange production schedules reasonably, and resolutely prevent overloaded production at the beginning of the year.
Second, they will strengthen both on-site and covert inspections. The State Council's Work Safety Committee will timely organize quarterly on-site and covert inspections for the 2026 central safety production assessment. They will focus on the safety of resuming work and production in high-risk industries as a key inspection area, guiding regions to prioritize safety prevention tasks for critical areas and high-risk industries, and urge companies to implement safety measures for resuming work and production. At the same time, they will intensify efforts to rectify safety production violations, strictly investigate outstanding issues such as failure to implement safety production responsibilities, inadequate control measures, and oversight of risk hazards.
Third, they will continue to strengthen the fundamental work of safety production. They will comprehensively complete the three-year action plan to address the root causes of safety production. The State Council's Work Safety Committee will urge regions to focus on key nodes of resuming work and production and advance eight major actions to address root causes, especially through pre-start mobilization training targeting new recruits, transfer employees, and special operation personnel. They will promote the learning and effective use of major accident hazard assessment standards, further improve the reporting and rewarding mechanism for major risk hazards, and stimulate companies to actively address major hazards on their own initiative. Additionally, they will enhance safety risk monitoring and early warning, actively promote equipment upgrading and engineering governance in the safety field, prevent the operation of sick equipment and facilities, and the resumption of operations by companies with issues. They will push for the improvement of the fundamental safety level to promote a transformation towards preventive safety governance.
