New version of the "Encouraging Import Service Catalog" released. Where are the new features and what signals are being sent?
On February 25th, the Ministry of Commerce and six other departments jointly released a revised version of the "Encouraging Import Service Catalog". Where are the new additions in this catalog, and what new signals are being released? The head of the Service Trade Department of the Ministry of Commerce interpreted this document. The most obvious change is the addition of categories "Other Professional Services" and "Medical and Health Services". Specifically, "Other Professional Services" include "green building and other design, assessment or certification services related to low-carbon" and "supply chain management services". "Medical and health services" include "major disease medical services" and "care, rehabilitation, and health promotion services". In addition, "R&D design services" have added "R&D design services related to low-carbon" and "integrated circuit R&D design services". Another change is the adjustment and optimization of some encouraged import service contents, and the deletion of services that no longer need to be encouraged for import. The focus has been on optimizing entries such as "digital technology development services", "technical testing and analysis services", and "resource utilization services". With the improvement of domestic service provider capabilities, services such as governance services solely focused on air pollution are no longer encouraged for import. The "Encouraging Import Service Catalog" was first published in 2016 and was revised in 2019. In 2024, the Ministry of Commerce led another revision of the contents of the catalog.
