National People's Congress delegate Huo Qigang announced his suggestions for the 2026 two sessions, including supporting the integration of Hong Kong International Airport into the national civil aviation system and increasing residents' income among eight suggestions. He suggested supporting the integration of Hong Kong International Airport into the national civil aviation system and serving the "15th Five-Year Plan" with high-level openness. In 2024, the Civil Aviation Administration of China and the National Development and Reform Commission jointly released the "Guiding Opinions on Promoting the Construction of International Aviation Hubs", proposing a "3+7+N" international aviation hub system, which has been effective in overall deployment, playing a significant role in integrating international routes in mainland China. However, some airports and routes are facing resource constraints, causing some airports covered by "7" and "N" to not fully meet the demands for international flight services. To address these issues and coordinate with the high-level opening-up mentioned in the "15th Five-Year Plan", it is recommended that Hong Kong International Airport be included in building a new strategic framework of "1+3+7+N", fully leveraging its unique advantages as an international aviation "super connector". Specifically, there should be a clear differentiation of functions between Hong Kong and the three major hubs in Beijing, Shanghai, and Guangzhou, and the establishment of a national-level aviation hub coordinated development mechanism to coordinate the allocation of core resources such as air rights, slots, and airspace. Additionally, fully utilizing the capacity of mainland airlines, new flight arrangements should be opened up or increased between Hong Kong and the seven international aviation hubs in mainland China, as well as between several regional hubs and specialized/comprehensive cargo hubs, filling the gaps in international routes for mainland hubs.
