Chen Maobo: Hong Kong will gradually implement an unmanned aerial vehicle traffic management system.
The Financial Secretary of the Hong Kong Special Administrative Region government, Paul Chan Mo-po, delivered the government's financial budget for the 2026-2027 fiscal year in the Legislative Council today. He stated that low-altitude economy is a new driving force for promoting urban intelligence and regional integration development. The Hong Kong SAR government has completed the first phase of legislation and will improve civil aviation laws and regulatory frameworks to lay the foundation for the long-term standardized development of low-altitude economy and build a competitive ecosystem. The first batch of 32 projects in the "regulatory sandbox" have been tested in designated routes. Some drone applications, such as building management and inspection, have already entered actual operation. Hong Kong will gradually implement drone traffic management systems, multi-user sharing platforms, cross-border routes, manned aircraft applications, etc. starting in the first half of the year, and is actively discussing with mainland China to carry out cross-border logistics test flight projects.
