Recently, China submitted a "Position Paper on WTO Reform in Light of Current Situation" to the World Trade Organization. The head of the WTO Department of the Ministry of Commerce interpreted the position paper. The background of the submission of the position paper is that WTO reform is a key topic in the current global economic governance field. The WTO launched the necessary reform process in June 2022 and has made some progress in areas such as mechanism operation. Facing the impact of unilateral tariff measures on the global economic and trade order and the obstruction of multilateral negotiations by some members abusing decision-making mechanisms, WTO members will initiate deep-level reform negotiations in the second half of 2025. The purpose is to build on previous work to address urgent problems such as the inefficient operation and rule deficit of the WTO. To better support the reform process, submitting reform proposals has become the natural choice for many WTO members. China is a staunch defender and active contributor of the multilateral trading system, supporting the WTO in playing a greater role in global economic governance. China took the lead in proposing necessary reforms to the WTO and released a "Position Paper on WTO Reform" in 2018, and submitted a "Proposal on WTO Reform" to the WTO in 2019, making positive contributions to the initiation and promotion of necessary reforms of the WTO. Considering the severe challenges and development needs facing the current multilateral trading system, China, taking into account its own demands and the concerns of other members, has submitted a position paper to the WTO.
