The Ministry of Natural Resources stated that from the perspective of deepening "multiple regulations in one," this "plan" is the deepening implementation of the national land and space planning outline, the Beijing-Tianjin-Hebei coordinated development planning outline, and the Beijing-Tianjin-Hebei land and space planning, reflecting the fundamental role of land and space planning, especially strengthening the strategic nature of the "plan."
