The General Administration of Customs of the People's Republic of China has released the Provisional Measures on "Zero Tariff" Imported Goods for Consumption by Residents on Hainan Free Trade Port Island and the Management of "Zero Tariff" Imported Goods.
The proposal states that "zero tariff" imported goods should be uniformly imported by the operating units of "zero tariff" duty-free shops from overseas, and relevant customs procedures should be carried out. "Zero tariff" imported goods should be sold in designated areas and should not be mixed with other products. The operating units of "zero tariff" duty-free shops should apply to the General Administration of Customs in writing in accordance with the relevant provisions of the "People's Republic of China Customs Supervision Measures for Duty-Free Shops and Duty-Free Goods," obtain approval from Customs, and complete the registration procedures. When residents of the island purchase "zero tariff" imported goods, they should actively present their valid identity documents and undergo identity verification. "Zero tariff" duty-free shops should confirm that buyers meet the shopping qualifications before selling "zero tariff" imported goods at the sales location as required, and should transmit real-time electronic data to Customs in accordance with the specified format, including transaction records, identity verification, payment information, and should bear corresponding responsibilities for the authenticity of the data.
