Yan Dong, Deputy Minister of Commerce, stated at the regular policy briefing of the State Council that the Ministry of Commerce will take the lead in implementing the "Work Plan", strengthen policy design, optimize platform construction, continuously build the "Shop in China" brand, and continuously attract and expand inbound consumption.
First, lead the formulation of policies and measures to promote the export of travel services and expand inbound consumption. Specific measures will be proposed in various aspects such as increasing inbound tourism consumption, facilitating inbound business activities, activating inbound event consumption, promoting inbound entertainment consumption, expanding inbound health consumption, developing inbound education and training consumption, and improving guarantee measures.
Second, focus on organizing the "Shop in China" series of activities. With a focus on product consumption, service consumption, and consumption scenarios, we will hold exquisite consumption months, international consumption seasons, Chinese food festivals, and other exciting activities. We will also organize 15 pilot cities for the development of international consumption environment, hold city-specific events, and create a strong atmosphere for consumption.
Next, deepen the construction of international consumption center cities. Guide cities such as Shanghai, Beijing, Guangzhou, Tianjin, and Chongqing to benchmark international advanced levels, enrich quality consumer supply, create an international consumption environment, and further enhance international visibility and influence.
Furthermore, continue to promote the construction of pilot projects for the development of international consumption environment. Support pilot cities to enrich high-quality consumer supply, create international consumption clusters, inbound consumer-friendly commercial districts, optimize foreign-related payment services, and improve international service levels.
Finally, vigorously develop outbound tax refunds. Promote more shops to become tax refund shops, further optimize tax refund services, improve convenience levels, attract overseas tourists to consume in China, and effectively stimulate the potential of inbound consumption.
