The Development and Reform Commission of Guangdong Province issued the "Work Plan for Optimizing Market-oriented and First-class Business Environment in Guangdong Province in 2026", pointing out the optimization of land and industrial space supply. The plan supports industrial projects to pay for land in installments, with the first payment of not less than 50% of the land transfer price, and the remaining payment to be fully paid within one year from the effective date of the transfer contract without interest. It also supports the reasonable conversion and mixed setting between different types of land use to meet the new land needs of emerging industries and future industry development. It implements the "standard land" auction and "land transfer immediately commences construction" for industrial land to improve land supply efficiency. It promotes the "joint acquisition of land and joint building" of related enterprises in the industrial chain, supports guiding enterprises to handle industrial property rights division and division transfer real estate registration. It implements the "mortgage immediately transfers the certificate" to meet the mortgage financing needs at different stages of project construction. It explores the classification and development of characteristic factory building guidelines based on different industrial and specific technological requirements. It constructs innovative blocks and compound entrepreneurial ecoparks, establishes a complete "one desk, one office, one floor office building" leisurely office system, and provides low-cost entrepreneurial space and industry incubation services for start-up enterprises.
