The journalist learned at the Fourth Session of the Twelfth People's Congress of Tibet Autonomous Region on the 31st that in 2025, Tibet will invest 18.7 billion yuan to carry out 38 livelihood projects, with a total investment in livelihood over the past five years exceeding 1 trillion yuan. Over the past five years, Tibet has taken improving people's livelihoods and uniting the people as the starting point and foothold of economic and social development. The basic old-age pension standards for urban and rural residents have been raised five times, the standards for urban and rural subsistence allowances and the "three guarantees" in education have been raised four times. There have been no new cases of Kashin-Beck disease, and echinococcosis has achieved dynamic elimination. The per capita subsidy for basic public health services is the highest in the country, and heating has been fully covered in towns and pastoral areas above 5000 meters above sea level. The per capita disposable income of urban and rural residents has increased from 46,503 yuan and 16,935 yuan in 2021 to 58,794 yuan and 23,184 yuan, respectively. In 2026, Tibet plans to allocate 13.6 billion yuan for 34 livelihood projects. In terms of specific fund allocation, 1.673 billion yuan will be allocated to increase the ecological post subsidy standard from 3,500 yuan per person per year to 4,000 yuan; 4.025 billion yuan will be allocated to raise the annual per capita standard of education "three guarantees" funds by 240 yuan, to 5,940 yuan; 2.183 billion yuan will be allocated to raise the per capita annual subsidy standard of basic medical insurance for urban and rural residents to 765 yuan; and 359 million yuan will be allocated for the renovation and seismic reinforcement of 8,006 rural dilapidated houses.
