The State Energy Administration held a press conference on January 30th, with Wang Yunbo, Deputy Director of the Market Supervision Department of the State Energy Administration, stating that by 2026, the electricity retail market will be further regulated. Firstly, new regulations will be established to improve the institutional rules system. Timely revisions to the "Management Measures for Electricity Sales Companies" will be made, and the "Basic Rules for Electricity Retail Market" will be researched and introduced to regulate the rights and obligations of electricity sales companies and elaborate on their compliance and self-discipline operational requirements. Continuing to improve the retail market design, strengthening the connection between wholesale and retail markets, enhancing retail market information disclosure, and accelerating the cultivation of market awareness on the retail side. Secondly, strengthening risk prevention and control mechanisms to improve the performance risk prevention and control management mechanism, and enhance the monitoring of retail market operations. Promote the transformation of electricity sales companies from "price difference arbitrage" to "service value-added". Thirdly, strengthen coordinated supervision and management to promote the establishment of a coordinated governance system for the retail market, jointly creating a fair competition order in the retail market.
