On the 29th, the "Regulations on the Beijing Urban Sub-center" was passed by the Fourth Session of the Sixteenth Beijing Municipal People's Congress. The regulations adhere to reform and innovation, granting the urban sub-center greater autonomy in reform, opening up, and innovative development, focusing on solving the difficulties in the development of the urban sub-center. The regulations will be implemented from May 1, 2026. The regulations consist of 9 chapters and 65 articles, divided into general provisions, management system, planning and construction, industrial layout, green development, smart city, public services, coordinated development, and supplementary provisions. The regulations explicitly apply to the construction and development within the scope of the urban sub-center's controlled detailed planning and its expansion area. In terms of main content, the regulations establish a unified and connected land and space planning system, construct a unique urban spatial structure, green space system, and historical and cultural protection and inheritance system for the sub-center, clarify specific requirements for transportation system, water system, and the characteristic development of small towns; in optimizing industrial layout, the regulations specify the six key industries for development in the sub-center including digital economy and modern finance, nurturing and expanding future industries; in building a smart city, the regulations focus on empowering economic and social development with data intelligence, establishing a synchronized planning and construction mechanism for digital infrastructure and municipal infrastructure, and constructing a new model of smart city called "one network, one brain, one platform"; in promoting coordinated development, the regulations clarify the relationships between the sub-center and the central urban area, the expansion area, and the coordinated development with the three counties in the north, as well as the relationship with Xiong'an New Area in terms of taking on non-capital functions and population transfer and promote the integrated development of Tongzhou District with surrounding areas in Tianjin and Hebei Province.
