According to the rules of FIFA, the bidding entity for the World Cup must be its member association, and the bidding for the World Cup is a major national matter that must follow national top-level design and unified deployment. According to the relevant regulations such as the "Sports Event Management Measures" of the State General Administration of Sports, the bidding for the World Cup event needs to be submitted for approval by the State General Administration of Sports or the State Council, and included in the national foreign affairs activity plan.
