The State Council Information Office held a press conference this morning to introduce the high-quality development of state-owned and central enterprises and answer questions from reporters. A relevant official from the State-owned Assets Supervision and Administration Commission stated that artificial intelligence is an important driving force for the new round of technological revolution and industrial transformation, leading the future as a strategic and fundamental technology. The State-owned Assets Supervision and Administration Commission of the State Council has held special meetings at the beginning of the year for two consecutive years, devoted to promoting the "AI+" special action of central enterprises. Positive progress has been made in key areas such as application, computing power, data, and models. Firstly, high-value application scenarios are rapidly being implemented. Central enterprises are focusing on key industries such as energy, manufacturing, and communications, collaborating with leading companies to create over a thousand application scenarios. State Grid and Southern Grid have achieved intelligent management in areas such as power dispatching and fault prediction, and central enterprises in the automotive industry are piloting the use of intelligent robots, with China Railway Rolling Stock Corporation pushing rail transportation equipment towards high-end intelligence. Artificial intelligence has become an important driver for the transformation and upgrading of traditional industries. Secondly, ensuring high-quality computing power to consolidate the industrial foundation. Central enterprises actively participate in the national computing power layout, continuously increasing investment in computing resources. For example, the three major telecom operators have established four "million-card clusters" to effectively support large-scale model training. Platforms such as "Yixiang" and "Aiwang Dabrain" create advantages of "low cost + high intelligence" and actively adapt to domestic chips of all categories, providing standardized computing power services to society at large. Thirdly, accelerating the pursuit of large-scale models with high adaptability. Benchmarking against international and domestic advanced levels, efforts are being made to enhance the full-stack capabilities of large models. Currently, universal large models such as China Mobile's "Jiutian" and China Telecom's "Xingchen" have empowered over 200 external units, accelerating their application in fields such as energy and industrial manufacturing. Fourthly, promoting high-level open cooperation to gather industrial development forces. For example, the "Huanxin Community" provides over 2000 domestically produced intelligent computing chips for free to young entrepreneurs, technology enthusiasts, universities, and institutes. This initiative aggregates over 4000 models and more than 800 datasets, effectively supporting the widespread application of artificial intelligence technology. In the next step, state-owned and central enterprises will further advance the "AI+" special action with greater efforts: firstly, strengthening investment attraction. Planning the strategic plan for artificial intelligence for central enterprises during the "14th Five-Year Plan," accelerating construction and efficient utilization of information and communication networks, a national integrated computing power network, domestically produced intelligent computing clusters, and effectively investing to promote high-quality industrial development. Secondly, deepening scene cultivation. Focusing on key areas such as physical intelligence and energy and power, exploring the formation of an "AI+" industry community, increasing the external openness of scenarios, and creating a larger number of major comprehensive scenarios, integrated industry-specific scenarios, and high-value small-scale scenarios. Thirdly, optimizing data supply. Under the premise of safety and compliance, accelerating the opening and development of data resources in key areas such as transportation logistics, smart energy, green low-carbon, and financial services, providing strong support for model optimization and iteration, the use of intelligent computing facilities in construction, and the large-scale application of industry scenarios.
