Organize and implement key special projects related to national key research and development plans, key research projects at the provincial and ministerial levels, "leader on the list" projects, incubation projects, and other projects to carry out research and development of key equipment, encourage the integration of production, academia, research, and application to jointly conduct research and development, explore innovative procurement models through government procurement cooperation, promote the transformation of defense industry technology achievements into the field of emergency management, continuously increase the supply of "high, refined, special, and sophisticated" equipment with high technological content, high innovation level, superior performance indicators, and promising applications, as well as efficient and affordable "small, fast, light, and intelligent" equipment. Promote the integration and innovation of emergency management equipment with new technologies such as artificial intelligence, 5G, big data, the Internet of Things, satellite internet, Beidou, and advanced computing.
