The "old for new" housing measures in first-tier cities are now being explored from the suburbs to the urban areas. Recently, market news revealed that Jing'an District in Shanghai is promoting the "old for new" housing initiative, where state-owned enterprises in the district are purchasing second-hand old houses to facilitate the process of residents exchanging for new houses. On January 26, a journalist inquired with the Housing Security and Housing Management Bureau of Jing'an District, posing as a potential homebuyer. A staff member from the Construction Market Department confirmed that they are currently collecting information on available housing units, which will be reported to developers for a centralized evaluation and purchase process. According to the public account "Real Estate Today," Jing'an District will pilot the "old for new" housing initiative and is currently assessing potential clients. The buyer is a public rental housing enterprise in Jing'an District, and for homeowners with old houses under 70 square meters and valued at under 4 million RMB, they will directly purchase the old house to help residents exchange for a new house in Jing'an District. The specific steps include: first, the homebuyer selects a new house in Jing'an District and completes the subscription process to secure a discounted price and housing unit; then, the homebuyer submits an application, and a third-party assessment agency objectively evaluates the old house; finally, if the assessment price is acceptable, the homebuyer can complete the transfer of ownership process for the second-hand transaction with the new house's sales contract.
