The Ministry of Public Security, in conjunction with the Ministry of Commerce and other departments, has launched a series of reform measures to facilitate cross-regional transaction registration and promote the circulation of second-hand vehicles. In 2025, the national public security and traffic management departments processed a total of 41.11 million cases of motor vehicle transfer registration. Among them, the registration of automobile transfers totaled 38.41 million cases, accounting for 93.44%. Since 2020, the national second-hand car transaction registration volume has exceeded the registration volume for new cars for 6 consecutive years.
