In 2025, the Ministry of Commerce thoroughly implemented the decisions and arrangements of the Party Central Committee and the State Council, promoted the smooth development of China's e-commerce, and remained the world's largest online retail market for 13 consecutive years, boosting consumption, promoting industrial transformation, deepening international cooperation, enhancing social benefits, becoming a new productive force in the field of commerce, and actively assisting in the high-quality development of commerce. The implementation of policies promoting digital consumption, the organization of online New Year shopping festivals and other "4+N" online consumption expansion activities, and the promotion of over 80 quality e-commerce nurturing measures on 10 platforms have been carried out. Digital products have become the highlight of commodity consumption, with the national bureau of statistics data showing a 5.2% growth in the national physical goods online retail sales in 2025, contributing 36.2% to the growth of the total retail sales of consumer goods. According to the Ministry of Industry and Information Technology, mobile internet traffic in China increased by 17% in the first 11 months of 2025, while revenue from cloud computing and big data services increased by 12.8%. Silk Road e-commerce benefits the world and promotes win-win cooperation. In 2025, China established new cooperation mechanisms for "Silk Road e-commerce" with Kenya, Bangladesh, and Egypt, and upgraded cooperation mechanisms with Kazakhstan, expanding the partner countries to 36. The "Silk Road e-commerce" cooperation pilot zone in Shanghai has developed and promoted 12 institutional innovations, such as cross-border mutual recognition of digital identities. 40 "Silk Road e-commerce" global events covered more than 100 countries, reaching agreements on more than 240 cooperative intentions, with nearly 140 online and offline country pavilions, helping partner countries share the Chinese market. According to commerce big data monitoring, the online retail sales of key cross-border e-commerce import platforms increased by 5.6% in 2025. The fourth Global Digital Trade Expo attracted 1812 companies from 154 countries and regions, with a scale reaching a new high, showcasing 382 first releases, premieres, and exhibitions, an increase of nearly 90%, making contributions to promoting inclusive and win-win economic globalization through e-commerce.
