New regulations on online car-hailing services in Nanjing have been released: the restriction on driver's household registration has been lifted, and platforms are required to disclose their commission rates.

The official website of the Nanjing Municipal Government recently released the "Nanjing City Management Measures for Online Booking of Taxis." In response to issues such as "opaque commission deductions" on online car-hailing platforms, the Measures stipulate that platforms must publicly disclose the upper limit of commission deductions. After each completed order, the platform must clearly list "total amount paid by passenger, actual income of driver, commission deducted." If the commission exceeds the limit, drivers can file a complaint. The Measures will be implemented starting from February 14th. This is the first systematic revision of the Nanjing online car-hailing management measures since their implementation in 2017. Compared to the previous version, the Measures have lowered the "threshold" in many aspects. For vehicles, the admission criteria have been widened from "first-time registration" to "not exceeding 2 years since first-time registration," and additional installation requirements such as "vehicle electronic stability control system" have been eliminated. For drivers, the clause on "household registration or residence permit in this city" has been deleted.
