In 2025, the people's courts accepted more than 37 million various types of trial execution cases, an increase of over 10% compared to the previous year. The people's courts strictly implemented the requirements of the case registration system. While the number of first-instance cases accepted increased significantly, the number of second-instance and retrial cases accepted decreased compared to the previous year. The ratio of first-instance judgments being changed in the second instance and sent back for retrial, as well as the ratio of final judgments being changed in retrial and sent back for retrial, both decreased compared to the previous year. The impartiality, stability, and authority of the people's courts' judgments steadily improved.
In 2025, the people's courts accepted over one million criminal first-instance cases, sentencing more than 1.4 million defendants to final judgments, with both the number of cases and people decreasing compared to the previous year. They accepted over 20 million civil and commercial first-instance cases, an increase of over 11% compared to the previous year. They also accepted over 470,000 first-instance intellectual property civil cases, an increase of over 5% compared to the previous year. Additionally, they accepted over 160,000 first-instance environmental and resource civil cases, an increase of over 11% compared to the previous year. They accepted approximately 40,000 foreign-related civil and commercial first-instance cases, a significant increase of almost 50%, continuously improving the judicial efficiency in foreign-related cases to protect the legal rights of domestic and foreign parties equally and effectively, providing quality services for the high-quality development of the Belt and Road Initiative and high-level opening-up.
In 2025, the people's courts accepted over 330,000 administrative first-instance cases, an increase of over 13% compared to the previous year; they accepted over 210,000 cases of reviewing non-litigation administrative acts, an increase of over 25% compared to the previous year. While the number of first-instance administrative cases increased, the number of second-instance administrative cases and applications for retrial decreased compared to the previous year, effectively solving the problem of high appeal and retrial rates in administrative trials.
