The Shanghai Municipal Committee of the Communist Party of China has issued recommendations for formulating the 15th Five-Year Plan for National Economic and Social Development of Shanghai. Among them, it is proposed to accelerate the development of a multi-level and multi-pillar pension insurance system, improve the mechanism for determining and adjusting benefits, expand the coverage of enterprise annuities, and promote the development of personal pensions and commercial health insurance. Improve the multi-level medical security system, optimize drug procurement and medical insurance fund utilization policies, and establish a diverse payment mechanism that integrates medical insurance payments and commercial insurance payouts. Expand coverage of unemployment and work-related injury insurance, deepen the pilot program for occupational injury protection, and increase the coverage rate of flexible employees, migrant workers, and individuals in new forms of employment. Strengthen the foundation for sustainable development of social insurance funds and the safety supervision system. Improve the tiered social assistance system, promote the formation of a comprehensive assistance model combining "material + service," establish a sound basic funeral service system, and protect the legitimate rights and interests of women and children, strengthen care services for families with elderly members, children in difficult situations, people with disabilities, and enhance services for retired military personnel.
