The Shanghai Municipal Committee of the Communist Party of China has issued suggestions for the formulation of the Fifteenth Five-Year Plan for the National Economic and Social Development of Shanghai. It proposes to take the promotion of urban renewal as the focus, promoting the development and improvement of the city's connotation. It recommends the improvement of sustainable urban renewal models, perfecting the urban physical examination system, dynamically formulating special plans for urban renewal, innovating the implementation of renewal, and improving the "Triple Teacher Joint Creation" mechanism. It also aims to accelerate the transformation of urban villages and comprehensive renovation of old residential buildings, continuously promote the renovation of old water supply and drainage facilities, and guide and support the updating of old elevators in buildings. It emphasizes the protection and utilization of historic and cultural heritage buildings. The suggestions also include guiding the transformation of low-efficiency commercial buildings and facilities, supporting the compatibility conversion of functions. It further includes optimizing the integration management of industrial land use and policies such as "industrial on upper floors". It emphasizes the orderly promotion of urban infrastructure renovation and improvement, as well as deepening the construction of "beautiful neighborhoods" and optimizing the environment of small micro-spaces and back alleys.
