The Communist Party of China Shanghai Committee issued a proposal on formulating the 15th Five-Year Plan for the National Economy and Social Development of Shanghai. It suggested promoting the implementation of new support measures for leading the socialist modernization construction in Pudong, deepening the comprehensive reform pilot in Pudong, improving the legal system and regulatory mechanism in Pudong, and promoting the establishment of a comprehensive bonded zone for science and innovation. It also supported the continuous development of the Lingang new area focusing on cross-border data, offshore finance, and offshore science and technology innovation to build a special economic functional area, promoting innovative systems and models in bonded repair, remanufacturing, cross-border e-commerce, and data development, coordinating and clustering the development of manufacturing industry supply chains, and developing a "super-individual" economy according to local conditions. It proposed deepening the opening and innovation of the Hongqiao International Open Hub, strengthening the coordinated development of transportation, exhibitions, and business, building a R&D cluster for manufacturing industry in the Yangtze River Delta, enhancing the functions of import and export commodity distribution and trade shows, accelerating the construction of the Hongqiao overseas development service center, and creating the first stop for enterprises in the Yangtze River Delta to go global. It also aimed to build the Oriental Hub International Business Cooperation Zone to high standards, improve cross-border goods and personnel flow mechanisms, expand international business exchanges, high-end exhibitions, professional training, and technology innovation functions. It proposed classification promotion of optimization planning layout, management mechanisms, and supervision models for customs special regulatory areas, and accelerating transformation and upgrading.
