Since the integration of maternity insurance and basic medical insurance for employees in Ningde City, the city has continuously strengthened the maternity protection network. On the one hand, the cost of prenatal examinations has been included in basic medical insurance for outpatient services, realizing comprehensive medical protection throughout the ten months of pregnancy; on the other hand, the pricing and medical insurance payment policies for assisted reproductive medical services have been standardized and improved, with the establishment of 12 medical insurance payment items for assisted reproductive services such as "ovum retrieval", effectively reducing the cost of diagnosis and treatment. By 2025, the city's expenditure on maternity medical benefits reached 40.7099 million yuan, maternity allowance expenditure was 102.9065 million yuan, and the accumulated medical insurance fund paid for assisted reproductive costs was 19.0557 million yuan, realizing the "maternity dream" of thousands of families under the protection of policies. Building on this foundation, starting from January 1, 2026, the new policy for reimbursement of hospital delivery expenses under medical insurance in Ningde City will officially be implemented, allowing different insured groups to share the policy dividends. In response to medical expenses within the scope of medical insurance policies, the reimbursement ratio for hospital delivery under employee basic medical insurance has been optimized in grades: the reimbursement ratio for third-tier hospitals has been increased to 94%, while second-tier and below hospitals have reached 100%; the reimbursement ratio for hospital delivery under urban and rural resident basic medical insurance will be gradually increased at the city-level, county-level, and township-level, reaching 75%, 90%, and 100% respectively.
