The Ministry of Industry and Information Technology has issued management measures for the first time to include technology-based small and medium-sized enterprises in the scope of graded cultivation.
The Ministry of Industry and Information Technology today revised and released the latest "Management Measures for the Graded Cultivation of High-quality Small and Medium-sized Enterprises", improving recognition standards and management service mechanisms, in order to better play the role of exemplary demonstration and strengthening the foundation and supply chain of high-quality small and medium-sized enterprises. The Measures expand the cultivation base, for the first time including technology-based small and medium-sized enterprises in the scope of graded cultivation. In the future, high-quality small and medium-sized enterprises will include technology and innovation-based small and medium-sized enterprises, specialized and innovative small and medium-sized enterprises, and specialized and innovative "little giant" enterprises. Additionally, the Measures make further requirements in terms of dynamic management, cultivation services, etc., to ensure the quality of cultivated enterprises. At the same time, the recognition standards for specialized and innovative small and medium-sized enterprises as well as for specialized and innovative "little giant" enterprises have been improved. It is understood that since the beginning of the "14th Five-Year Plan" period, a total of 17,600 specialized and innovative "little giant" enterprises have been cultivated nationwide, driving the cultivation of over 140,000 specialized and innovative small and medium-sized enterprises, as well as over 600,000 technology-based and innovative small and medium-sized enterprises, establishing a basic system for the graded cultivation of high-quality small and medium-sized enterprises.
